October 2011 Benefit & Rate Adjustments
 

Anthem Blue Cross has announced their October 2011 quarterly rate adjustments to their 2-50 and 51-99 portfolios, averaging 3.2% statewide for medical. Other news includes:

  • Benefit changes for all medical plans
  • Select HMO plan discontinuations
  • New Prime and Complete dental plans
  • New RAF promotion effective October1, 2011

MEDICAL RATE ADJUSTMENTS

Average statewide rate increases by portfolio and product are provided below. Since increases vary by plan and region, any member of your b&p Sales Team will be able to provide plan specific rate increases when rates are available next week.

  • 2-50 & 51-99 HMO = 4.9%
  • 2-50 & 51-99 PPO = 2.7%
  • 2-50 & 51-99 CDHP = 3.4%
  • Please note that the 51-99(including 2-50 MHP compliant plans) quarterly increase is the same as 2-50; however, book rates are slightly higher for the 51-99 portfolio.

Quarterly Rate Adjustments
Anthem Blue Cross Small Group has issued the following quarterly rate adjustments. It should be noted that these rate adjustments are averages and vary by plan and by region.
  • October 2011 = 3.2%
  • July 2011 = 0.6% (does not reflect decrease to Solution PPO rate increase)
  • April 2011 = 3.3%
  • January 2011 = 4.7%

MEDICAL PORTFOLIO CHANGES
All plans within the 2-50 and 51-99 medical portfolios will experience benefit changes for October 1, 2011 effective dates. In addition, Anthem Blue Cross is introducing four (4) HRAs within both the 2-50 and 51-99 medical portfolios. 

Four New HRA Plans
  • 3,000C & 5,000C: $20 or $30 copay amounts with waived deductible for office visits
  • 3,000D & 5,000D: 80% coinsurance post deductible
  • Employer may fund a maximum of 50% (minimum of 10%) of the annual deductible
  • Plans allow flexible rollover options
  • Employer sponsored incentives for employees to promote healthy living

Benefit Changes

The benefit changes listed below are only highlights. Click the Before & After links below to see detailed changes for each plan. 

 

HMO Benefit Changes

  • Increase to Individual and Family out-of-pocket maximums
  • Increase to Emergency Room copays
  • Addition of a Specialist copay
  • DME coinsurance increased from 20% to 50% (Special footwear and prosthetics remain unchanged)
  • Deductible now applies to out-of-pocket maximum (Elements plans)
  • Pharmacy drugs now defined by Tiers 1-4; copays changed to $10/$30/$50

PPO Benefit Changes

  • Emergency Room copays increased to $150 on all plans
  • Increased out-of-pocket maximums
  • Deductible applies to out of network office visits
  • Deductible replaced by copays (Saver plans) and other positive changes
  • Pharmacy drugs now defined by Tiers 1-4; copays changed to $10/$30/$50

 

Before & After Plan Comparisons

PLAN ELIMINATION
The Select HMO plans will be discontinued in the Elect portfolio effective October 1, 2011. All members will be migrated as indicated below:
  • Select 25 HMO migrates to Saver 30 HMO Select
  • Select 35 HMO migrates to Saver 40 HMO Select
 
SPECIALTY CHANGES

Introducing Dental Prime & Complete

Anthem Blue Cross is introducing Dental Prime and Complete plans for October 1, 2011 effective dates (quoting available early to mid-August). This new dental portfolio will include:

  • Choice of two (2) networks:
    • Prime = 12,128 CA Dentists
    • Complete = 13,999 CA Dentists
  • Three (3) core plan designs:
    • Value, Classic and Enhanced
    • Nine (9) different areas of customization, including annual deductibles & maximums.
  • More included benefits such as dental implants, composite fillings and brush biopsy.
  • More out-of-network reimbursement options including 90th percentile of FAIR Health.
  • Optional annual maximum carryover; unused benefit dollars roll to the next plan year.
  • True voluntary plan options available, including standalone, for 5+ enrolling.

Dental Blue and Dental Net Plans

  • No changes to rates or benefits.
  • Dental Blue and Dental Net will continue to be available for new Small Group business. Groups currently enrolled in one or more of these plans may continue to offer them or move to Dental Prime or Complete upon renewal.
Vision & Life Rates & Benefits
  • No changes to rates or benefits.
  • Blue View Vision will also be available on a voluntary basis for 5+ enrolling with two-year rate guarantees.
Don't Forget the Specialty Discounts
  • 1% RAF Savings (down to .90) - when a group buys at least $25,000 in life coverage. In many cases, the 1% RAF savings will cover the entire cost of the life premium.
  • 6% Premium Savings - when groups purchase both dental and at least $25,000 in life coverage, they may receive 6% off both the dental and the life premiums.

NEW RAF PROGRAM
The new Anthem Blue Cross RAF Program will become effective October 1, 2011. It is available to new AB 1672 qualified groups, with a renewing RAF of 1.06 or better.

.95 RAF available to 6-9 enrollees
.90 RAF available to 10+ enrollees

 

Enrollment in Solution and/or Elements Hospital Plans
Groups with 10+, enrolling more than 70% in a Solution and/or Elements Hospital plan is not eligible for a .90 RAF. They will receive a .95 RAF.
 
IMPORTANT DATES 
 
  • July 13th (approximate): October broker renewals will be mailed. 
  • July 27th (approximate): October group renewals will be mailed.
