April 2010 Rates, RAF Program and Extended Come Back to Blue

Anthem Blue Cross Small Group has announced their April 2010 medical rate adjustments with no reduction in benefits. This moderate rate increase follows three quarters that consisted of two rate passes, including some decreases, and a moderate increase.

Rate adjustments are also being implemented for Small Group Dental and Life. The majority of the Dental Blue plans will receive a significant rate decrease or rate pass and Life rates for new business in the 20-50 market segment will also be reduced.
Quoting for a April 1, 2010 effective date is available TODAY!

  • Come Back to Blue Program extended through April 15, 2010 effective dates

MEDICAL RATE ADJUSTMENTS (effective April 1, 2010)
Average statewide rate increases by portfolio and product are provided below. Plan specific rate increases within the EmployeeElect portfolio can be viewed using the links below.

EmployeeElect 2-50 & 51-99
  • HMO = 4.8%; click here for plan specific increases

  • Total = 7.0%

  • Total = 4.7%
April - June 2010 Renewals
Renewal increases will vary for groups renewing April through June 2010 due to the elimination of the Focal Renewal and the move to a quarterly rating cycle.

APRIL RENEWALS
  • These groups will experience the cumulative effects of the last 12-month Focal increase (11%), as well as any increases implemented over the past four (4) quarterly rating cycles (July & October 2009 = 0%; January 2010 = 4% statewide avg.; April 2010 = 4.5% statewide avg).
  • The average increase for April will be approximately 19%.
  • REMINDER: Focal groups that renew in April have not received a rate increase since May 2008. As a result, they have not received a rate increase for 23 months!. 
MAY - JUNE RENEWALS
  • Cumulative effects will be much smaller.
  • These groups will see the cumulative effect for only the past four (4) quarterly rating cycles (July & October 2009 = 0%; January 2010 = 4% statewide avg.; April 2010 = 4.5% statewide avg).
  • The average increase for May and June renewal groups will be approximately 8%.
 

DENTAL & LIFE RATE ADJUSTMENTS (effective April 1, 2010)
Dental Blue plans will receive a benefit enhancement as well as rate adjustments. Rate increases for specific plans are listed below. Those not listed will receive a rate pass.

Dental Blue DECREASES
  • Silver 100-80 = 10%
  • Silver Plus 100-80 = 11%
  • Gold 100-80 = 5%
  • Gold Plus 100-80 = 8.5%
Dental Blue Increases
  • Platinum 100-80 = 2.5%
  • Platinum Plus 100-80 = 5.6%
Dental Blue Benefit Enhancement
Pregnant women and diabetics will have access to a third cleaning per calendar year as deemed necessary by their dentist. The cleaning will not count towards their annual maximum benefit.

Life Rates
Small Group Life rates for the 20-50 market segment will receive a rate DECREASE. The rate decrease applies only to new business and will vary depending on group demographics.
 

RAF & COME BACK TO BLUE PROGRAMS
The Anthem Blue Cross RAF Program will continue through April 15, 2010 effective dates.

Six (6) or more enrolling are eligible for a .90 RAF*

Also note that through April 15, 2010 effective dates, Anthem Blue Cross will allow groups to Come Back to Blue prior to meeting the 12 month requirement. This applies to any size group that Comes Back to Blue.

IMPORTANT DATES
  • February 10: April 2010 broker renewals will be mailed
  • February 18: April 2010 group renewals will be mailed
