3Q Update from Joe Greenberg
Aug 03, 2016
Anthem Blue Cross
July 27, 2016
As we move into the extremely busy back half of 2016, I wanted to take this opportunity to share with you, our valued partners, a brief update to keep you informed of Anthem and industry changes.
Anthem has been and remains extremely committed to the Small Group 1-100 market. Over the past year, we have made significant enhancements to all aspects of our Small Group business to provide best in class service and an easier experience for our customers.
Here are just a few of the enhancements that differentiate us in the market and are hopefully providing you a better experience:
Implemented a new, dedicated 1-100 sales and service model effective January 2016 leveraging best practices from both Large and Small Group in anticipation of the 51-100 redefinition
Filled product gaps and rolled out new, innovative product offerings both 1/1/16 and 7/1/16, which the market has requested
Reduced our participation requirement to 30% with five+ enrolling, allowed dual HMO networks and eliminated the need for DE9’s* for groups of 6+ enrolled and must provide prior carrier bill, all on a promotional basis through September 15, 2016
Allowing Individual enrollment as a valid waiver
Implemented same-day case installation turnaround times and have been 100% compliant since inception
Implemented best in market EDI connectivity (real-time and census) throughout our distribution channel
Implemented on-line billing and payment options for all Small Groups via the Employer Portal
Added several key Sutter facilities to our full HMO network effective 7/1/16
Implemented advanced analytics and process improvement mechanisms in our customer service areas to drive an improved experience
While I am very proud of these changes, I am excited to announce a few others and provide related updates:
For our Q4 peak season, we are reducing our rates and will continue to offer very modest (and often lower cost) renewals. In many cases the new business rates and renewals are significantly less than prior periods. While rates will differ based on many criteria (plans, rating regions, networks, etc.) and not all are decreases, our average PPO quarterly and renewal changes will be -0.4% and 1.5% respectively. Our average HMO quarterly and renewal changes will be -1.0% and -6.5% respectively. Many groups will find significant savings by moving to or renewing with Anthem.
Additionally, we will be extending the 30% participation promotion with five+ enrolling, the dual HMO network option and eliminate the need for DE9’s* for groups of 6+ enrolled and must provide prior carrier bill – effective through the end of 2016. In order to provide best in class service, we will commit to a 24 hour turnaround time when processing clean Census Tools between Oct 1st – Dec 31st. We are committed to delivering the best in class service throughout peak season as we have done in prior years.
Furthermore, several of our key General Agent partners now have real-time EDI connections with us, so you can count on extremely fast case install and maintenance by leveraging these solutions.
We are confident that these rate actions in conjunction with our many enhancements position us extremely well moving forward.
As many of you have complimented Anthem on our thought leadership and tools to help you stay informed on our rapidly changing industry, I have attached a copy of a few,
impacting our market with legislative status that should be useful. I am also providing the following web link that you can use as a resource to educate yourself and your customers on legislation, health care reform requirements and calculators, managing costs, health and wellness, on-line discussion forum topics and much more.
As always, thank you for your continued partnership. I look forward to mutually driving success and delivering value to our customers and members. I am extremely excited about what the remainder of 2016 has in store for us all!
Vice President and General Manager, Small Group Business
*Please note, while DE9C’s are not required for groups of 6 or more enrolled through this promotion, Anthem does reserve the right to request a DE9C to validate eligibility upon our discretion (e.g. variations in prior carrier bill and actual enrollment, future audits, etc.)
