The Annual Member Notice (formerly Annual Rights and Resource Disclosure) was distributed to fully insured medical plan subscribers the week of Nov. 28. This notice meets health plan accreditation and notification requirements from the National Committee for Quality Assurance (NCQA), Health Insurance Portability and Accountability Act of 1996 (HIPAA), and other federal and state compliance regulations.
The notice was sent to UnitedHealthcare, UnitedHealthcare West, Neighborhood Health Partnership (NHP), UnitedHealthcare Services Company of the River Valley, Inc. and Oxford Health Plans.
The postcard notice provides an overview of the type of information included in the Annual Member Notice and directs members to uhc.com/annual-notices to access the full notice, which includes the Health Plan Notices of Privacy Practices. If they wish, members can request that a printed copy of the disclosure document be sent to them. An email version of the notice will be distributed to UnitedHealthcare subscribers who have elected to receive such communications electronically.
This annual mailing does not include self-funded subscribers. As a courtesy, UnitedHealthcare will provide self-funded customers with a template of the 2016 Annual Notice to use, if they wish, as a guide to fulfill their legal obligation of providing annual notices to plan members. Customers can customize the template according to their benefit offerings, policies, and applicable laws and distribute to their plan subscribers. Self-funded subscribers can also access the their version of the Annual Member Notice online.
Notification requirements for self-funded health plans may vary. Self-funded customers should direct any questions regarding their notification obligations to their legal counsel.
