July 2010 Rate Adjustments
Anthem Blue Cross Small Group (2-50) and Mid-Market (51-99) announced their July 2010 medical rate adjustments with no reduction in benefits. The total average quarterly increase of 1.9% follows four quarters that consisted of two rate passes, including some decreases, and two moderate increases.
Quoting for a July 1, 2010 effective date is available TODAY!

In addition to medical rate adjustments:
  • Small Group Vision will receive benefit enhancements and a slight rate increase
  • RAF Program available through September 15, 2010 effective dates
  • Come Back to Blue Program extended through September 15, 2010 effective dates

MEDICAL RATE ADJUSTMENTS (effective July 1, 2010)
Average statewide rate increases by portfolio and product are provided below. Since increases vary by plan and region, please contact any member of your b&p Sales Team for assistance.

  • HMO = 1.1%
  • PPO = 1.4%
  • CDHP = 5.2%
EmployeeChoice = 3.5%
Benefits = 3.5%
July - September 2010 Renewals
The July through September renewals will vary greatly due to the rating changes Anthem Blue Cross has gone through in the past year. There has been a large variance by product and region, however, the average annual increase for groups renewing during these three months is approximately 10%.
Book Rates

ANCILLARY CHANGES (effective July 1, 2010)
Dental and Life will receive a RATE PASS and no benefit changes. Vision will receive benefit enhancements and a slight rate increase.

Dental Rates & Benefits
No changes to rates or benefits with the the exception of a 5% increase to Indian Tribe plans.
Vision Rates & Benefits
  • RATES (vision rates) 
    • Rate pass or a $1.00 increase; varies by rating tier and plan.
    • Transition lens coverage for both children and adults; $0 copay for children under 19 and $75 copay for adults.
    • Factory scratch coating on eyeglass lenses will be standard coverage.
    • Tiered pricing for progressive lenses and anti-reflective coatings.
Life Rates
No changes to life rates.

The Anthem Blue Cross RAF Program will continue through September 15, 2010 effective dates.

Six (6) or more enrolling are eligible for a .90 RAF*

Also note that through September 15, 2010 effective dates, Anthem Blue Cross will allow groups to Come Back to Blue prior to meeting the 12 month requirement. This applies to any size group that Comes Back to Blue.
