January 2010 Rates Available - See the Savings

Anthem Blue Cross Small Group
January Rates, 2010 RAF Program, HSA Open Window...
Following two rates passes (July and October 2009), Anthem Blue Cross Small Group has announced rate adjustments for January 2010 with no changes to benefits. 

Medical rates will experience a moderate average increase of 4% and Dental rates will experience an average increase of 5%.

In addition to rate adjustments, there are other changes slated for January 2010 as well.
  • Current RAF Program is being extended through 2010 with some added flexibility
  • Special HSA Open Window
  • Cash Bonus Program for new business

RAF PROGRAM EXTENDED
The Anthem Blue Cross RAF Program will continue through April 15, 2010 effective dates. Beginning with January 2010 effective dates, the RAF Program will offer more flexibility**.

Six (6) or more enrolling are eligible for a .90 RAF*

Also note that for January 2010 effective dates ONLY, Anthem Blue Cross will allow groups to Come Back to Blue prior to meeting the 12 month requirement. This applies to any size group that Comes Back to Blue.

* Program Guidelines:
  • Applicable only to the EmployeeElect portfolio
  • New AB1672 qualified groups with a current renewal RAF of 1.06 or better
  • **A renewal RAF may be submitted from the past 12 months (instead of 90 days) OR the current RAF may be submitted if the group has not gone through a renewal in the last year
  • Current Anthem Blue Cross groups are not eligible
  • Groups moving from CaliforniaChoice or association plans are not eligible
  • Carve-out groups (management/non-management, salary/non-salary) are not eligible for RAF promotion
  • Groups coming from another large group contract with 15 or more enrolling will receive a .90 RAF
  • COBRA/CalCOBRA enrollees do not count toward the enrolled subscriber counts
  • Groups with 2-5 enrolling may take an automatic 1.10 RAF or complete health questions and try for a lower RAF (as low as 1.0 for groups with 2-4 and .95 for groups with 5 enrolling)

HSA OPEN WINDOW

Anthem Blue Cross will offer an HSA Open Window for members to select an HSA Compatible plan. The open window is available December 1, 2009 through January 31, 2010 for a January 1st effective date. It is open to "All Plans" groups and "Designated Plans" groups that already have HSA Compatible plans.

Note: the HSA Open Window Plan Change Request Forms are currently in development and will be posted to the beere&purves website once they become available.
  • If a "Designated Plans" group does not have a requested HSA Compatible plan as an option, the normal benefit modification guidelines will apply. Click here for guidelines on "How to Request Changes"
  • Members may not move into any HSA Compatible plan being discontinued in 2010
  • If a group currently offers one of the HSA Compatible plans slated for discontinuation, members may elect to move into the plan mapped for renewal (see below)

JANUARY 2010 CASH BONUS
Anthem Blue Cross Small Group has announced a CASH bonus program for brokers that enroll their January 2010 groups with a .90 RAF (6+ enrolled) through the RAF promotion.


Bonus
(final program details to be released soon):

  • $500 for 2 newly enrolled groups
  • $2000 for 3-5 newly enrolled groups
  • $5000 for 6 or more newly enrolled groups
 
IMPORTANT DATES
  • November 4:  January 2010 rates available for quoting
  • November 10: January 2010 broker renewals will be mailed
  • November 20: January 2010 group renewals will be mailed
