Anthem Blue Cross is not making any changes to how they handle sole proprietors or partners enrollments in 2019. As long as there is a W2 eligible employee, sole proprietors or partners and their spouses are allowed to enroll in coverage (same rules as 2018).
Anthem may randomly audit groups at renewal. Audited groups should follow Anthem's instructions and provide the necessary documents.
