Medical rates are changing for all carriers (annual trends shown below, may vary by plan and region):
- Anthem Blue Cross HMO: 10.0%
- Anthem Blue Cross PPO: 9.4%
- Health Net: 14.6%
- Kaiser Permanente: 7.3%
- Sharp Health Plan: 7.0%
- Sutter Health Plus: 33.4%
- UnitedHealthcare: 12.6%
- Western Health Advantage: 15.3%
Portfolio Updates
CaliforniaChoice is adding six new Anthem Blue Cross plans and one new Kaiser Permanente plan in 2026. Here is an overview of the plans, along with their respective individual deductibles and out-of-pocket maximums.

SB 729 Coverage Update
The Department of Managed Health Care has determined that products offered through the CaliforniaChoice Program are not required to include options covering infertility benefits, as employer groups may access such options directly from the health plan.
