CaliforniaChoice Plan & Rate Updates Effective July 2020

CaliforniaChoice announced rate and benefit changes for July 1, 2020 effective dates. Rates are available for quoting!

Rates

Medical:

• Anthem Blue Cross, Health Net, Kaiser Permanente and Sharp Health Plan will adjust rates
• Oscar, Sutter Health Plus, UnitedHealthcare, Western Health Advantage have rate passes

There are no changes to ancillary plans.

Plan & Benefit Updates

CaliforniaChoice is introducing four new Anthem Blue Cross PPO plans, including three in Anthem Blue Cross’s Full PPO network.

• Anthem Blue Cross Gold PPO E (Prudent Buyer – Small Group)
• Anthem Blue Cross Silver PPO C (Prudent Buyer – Small Group)
• Anthem Blue Cross Bronze PPO A (HSA Eligible) (Prudent Buyer – Small Group)
• Anthem Blue Cross Bronze PPO B (HSA Eligible) (Select PPO)

Beginning with July 1, 2020 effective dates, Health Net’s HMO plans will no longer include infertility.

New Triple Tier Option

CaliforniaChoice is introducing a new Triple Tier option for the Bronze, Silver, and Gold tiers. This means that groups have access to two Triple Tier options to select from – Bronze, Silver, Gold or Silver, Gold, Platinum.

Underwriting Updates

CaliforniaChoice is making the following underwriting changes effective July 1, 2020:

• Start-up groups will be required to submit 4 weeks of payroll prior to the requested effective date (previously, 6 weeks of payroll were required)
• 70% participation required, regardless of contribution (previously, 100% contribution required 100% participation)
• Prior carrier bill in lieu of a DE-9C for groups with 6 or more enrolling, payroll will be required for employees not listed on the prior carrier bill (previously, required 10 or more enrolling with no more than 10% variance)
• Copies of ID cards are not required when more than 50% waive (previously, required ID cards if more than 50% were waiving)

Forms

Only the updated applications for 7/1/20 will be accepted beginning with 7/1/20 effective dates. Earlier versions will not be accepted. Write-ins or cross-outs are not accepted.
