2023 MLR Rebate Status for B&P Carriers

The Affordable Care Act (ACA or health care reform law) requires health plans to meet a minimum medical loss ratio (MLR), which varies according to market. Health insurance issuers must meet a minimum MLR of 85% in the fully insured large group market and 80% in the fully insured small group and individual markets.
Here is a summary of the MLR results for B&P's carriers in California for 2023. Click on the links for more detailed information, including information for other states if applicable.
- Aetna: No rebates for California groups as Aetna met or exceeded MLR requirements.
- Anthem Blue Cross: No rebates for California small groups as Anthem met or exceeded MLR requirements. Anthem will be sending rebates to PPO large groups insured by the legal entity Anthem Blue Cross Life and Health Insurance Company.
- Health Net: No rebates for California groups as Health Net met or exceeded MLR requirements.
- Kaiser Permanente: No rebates for California groups as Kaiser Permanente met or exceeded MLR requirements.
- UnitedHealthcare: UHC will be sending rebates for their UnitedHealthcare Benefits Plan of California for the small group market which includes the Select Plus and Core plans. See UHC's flyer if you'd like to see information for their large group segments in California.
